History of LCMA

LCMA is a Service-Disabled Veteran owned small business.  Our primary business revenue is generated through contracting opportunities with local, state and federal governments using small business set asides.  With the global need for agencies to transition from legacy IT systems to future facing cloud computing, LCMA is poised to be a leader in their migration effort.  LCMA has developed networks with Contracting Officers; Program Management Offices; Small Business Administration; Veterans Administration; IT Portfolio Managers; GSA; Baltimore County government; New Jersey State and county governments; NJIT; Financial Institutions; Insurance Commissions; Mayors; State Representatives and others to maximize our contracting opportunities.

LCMA is Leon Collins, President/ CEO, vision of a providing a full spectrum of IT solutions geared toward the enhancement, new development, and migrations of enterprise systems.  We've enlisted the experience of seasoned professionals and married them with the minds of gamers, tech gurus, and software developers.  LCMA has partnered with the New Jersey Institute of Technology to build, test, and deploy our innovative approaches to solving complex pain points expressed by government and industry buyers.

President & CEO

Mr. Leon Collins, CEO, has over 15 years providing Program and Project management services for commercial  consumers and the federal government.  Mr. Collins is currently credentialed by the Federal Acquisition Academy as a Contracting Officer Representative III (Senior-Career Level) and IT Program/Project Manager II (Mid-Career Level) for the Department of Health and Human Service/ CMS/Center for Consumer Information and Insurance Oversight.  He has also served as a Federal IT Senior Consultant; EVM Asset Manager; CEO/Owner for Lung Doctors Inc.; Health Insurance Specialist; and 10 years as an US Army Military Intelligence Sergeant.  Mr. Collins enjoys snowboarding; traveling; business strategic planning; and spending time with friends and family.
